How much would it be to repair my Honda cbr F2?

So i have a 93 Honda cbr f2, 600cc, 18,000 miles. Its been sitting, cranks but won't start, it has a new battery. I'm pretty idiotic when it comes to motorcycle repairs since I'm a beginning rider. Basically I think it needs its carbs cleaned, re synched, spark plugs changed; also the on/off switch is stiff, horn doesn't work, and the throttle feels stiff. Any ideas how much itd cost to get this worked out, btw I live in northern California.

At least you seem to have a clue what needs to be done. That's the kind of project you are much better off doing yourself. Buy a Haynes, Clymer, or Honda shop manual, take off the tank and seat, and learn how to work on your bike. It ain't rocket science to rebuild a carb. Allya need is a rebuild kit and some carb cleaner, dude. You can pay someone hundreds to do it, butcha won't larnya nuttin.

You could get that bike running an hour's work.
Replace any stale fuel in the tank. Run the old stuff out through the carb float bowls. It takes a time, but you flush those at the same time.
If no fuel comes out when you release the float bowl drain screws at the bottom of the carbie, then the fuel has evaporated, and left the floats stuck closed. Tap the floats moderately hard with a plastic mallet.
Get fuel coming out of the float bowls. Then tighten the screws.
If it still doesn't fire the carbies need to come off for a proper clean. It's not a big job, but if you don't know what you're doing, it may need a friend or dealer. If you take them off yourself, it will save you labour and trailer hire.
They shouldn't need rebalancing if they were Ok but worry about that later.
Oil all the cables until they turn smoothly
Spray lube the On/Off switch ditto.
Horn, spray some lube into the button recess, then also lube/clean the two contacts on the horn itself, the get wet and corrode. Pull off the connectors. The blades on the horn should be brass clean. No green, Ditto the connector. Use a small wire brush or sandpaper to clean them up.
