94 honda accord ex, my radiator fan does not work anymore?

So it used to work but it just kinda stopped the other day. I have changed the thermostat, checked the relay and it works, checked the fan itself by giving it power and it also works. On top of that I flushed the radiator, new cap, the engine coolant temp sensor and the switch have both been replaced and plugs cleaned, new coolant in it and bleed it. Also if I short it with a paperclip it works, but why won't it turn on otherwise? Any ideas? I've done all of this and nothing, i'm lost and you guys are my last hope, if I can't get it fixed soon then ima just wire it to a toggle switch but preffer not to.

Check that the switch operates with a cheap multimeter. It's not unknown for a new switch to be duff.

Relays must have power on two of the 4 prongs. The prongs are in a pair. One pair operates the relay, the other pair powers the switched component, in this case the fans. Pull out the relay and check the socket for power to two of the ports. Check them with a multimeter or a test light.
The four ports of the relay lead to power to switch, power for the fans (bigger wire), power to the fans (when energized) and a wire leading to the switch. In this case it is a temperature switch in the motor that ground the relay when the engine is warm.
Start the engine and wait for it to get hot. Test the port of the relay leading to the switch for ground. Do not ground the power sockets as this will blow a fuse.
If it does not have ground, then the fans will not switch on.
The relay ports are: Relay power in, Accessory power in, Accessory power out, and ground. Both power in ports must have power. You may have power for the fan working, but not the power for the relay. Many time power for the relay and power for the fan are on two different fuses. There's also a fan control module that may not be working.
