What is causing my headlights & tail lights to flash on/off?

2002 Honda Accord EX-V6 Coupe (6th Gen)

Background
Previous electrical issue of [STOP] fuse shorting out in the passenger side relay box under the hood, would replace with 20A fuse & correct issue

ABS & TCS display indicators are always on (Issue has been checked but couldn't get any answer to cause)

Other electrical functions work fine (cruise, sunroof/power windows etc)

Stock CD/radio & no aftermarket alarm

Right headlight will sometimes not turn on, but a gentle knock on headlight cover turns it on

Issue
Starting today after arriving at work, the headlights & brakelights continuously flash on/off with a clicking sound coming from relay box under the hood.

If flashers turned on, it's pattern is separate & distinct from my actual issue.

Car starts/runs fine - flashing only stops when I turn my lifts on driving.

Brake lights are out, when I replaced the fuse, it immediately shorted.

Will try to provide more information if needed, just trying to diagnose & find a solution to issue.

Did you put a higher amperage fuse in the brake system? If you did, not smart, the fuse protects the wiring from burning.
The ABS and TCS lights sound like a problem with a wheel sensor.
Anything else, without a wiring diagram, can't help you.
Why not join an owner's forum, where everyone owns the same car and may have seen the problems or want the same mods? You can get all kinds of info there, instead of asking people that can only make guesses. Just Google "Honda Accord owner's forum".

On and off like the Emergency Flashers?
