There's no "best" all season tire. Are you looking for year round comfort or is snow traction a major feature you need? Ones I listed handle real well in snow and during the summer. They might not be quiet or soft but they are some of the higher end all seasons without going to a all weather or snow tire.

seeing you want high quality, check out the continental DWS and Goodyear assurance triple tread. Coopers don't seem to last long(I have them). The Nokians(have them on my other car) don't wear quick and handle snow well. They are probably the cheapest ones you can get along with the the Milestars, but then again you get what you pay for. I don't have issues with my Nokians but I'm not expecting this to be a great tire either since I paid like $65 new each.
Last year I put Michelin Primacy MXM4 tires on her Jetta. Easily the best tire I have ever purchased. They are made with sunflower oil and are considered a green tire. Great grip, road sound and durability. Also, made in USA!

As you probably know your 2013 Honda Civic Sedan LX requires 195/65R15 91H sized tires. There are couple of outstanding all season tires currently available in your needed size that are outstanding in all weather conditions. The Michelin Premier is the best quality in all performance categories.
If you have the cash, this is the best tire available in your needed size. However, the Continental PureContact with EcoPlus Technology is definitely the best tire available in that size for the money.
Quite a bit less than the Michelin, as in more than $100 less for a set.
Personally I would go with the Continental PureContact, but the Michelin Premier or the PureContact are the best two tire available in the size of 195/65R15 91H.
I have had really good luck with yokohama and hankook on imports though
USUALLY "the MORE YOU PAY" the better the tire is rule of thumb.
I have 4 Honda 2013 Civics in our family and they all have Michelin Primacy. Nice and quiet ride! They were $ 375 installed after $ 75 rebate.

- Punctured tire replacement - can I replace only 1 tire - is it safe to replace the PUNCTURED tire only? My 2005 Honda Pilot rear left tire was punctured near the threshhold (ie - sidewall), but still usable. Thus the tire dealer patched it only. Should I replace that punctured tire only? Or should I replace the 2 tires on the same axle? Or even buy a whole set of 4 tires? I'm concerned about safety, and thus your best advice is very appreciated.
