The mileage isn't too much as long as the bike was well maintained.
If you are not familar with motorcycles (guessing so) than either find a friend that knows a few things about motorcycles or work out a deal with the seller to pay half the cost for the bike to be checked-over at a Shop May lose a little money if it doesn't look good but that's better than buying a POS that is a constant PITA>

MOT doesn't actually mean a great deal. I've heard horror stories of bikes being highly dangerous the day after the MOT as the seller has taken all the good parts off the bike and swapped them for worn!

Ideally, you need to take someone with you to inspect the bike. Failing that, you can pay people like the RAC to do a vehicle inspection on your behalf. You want to check all the consumables such as; tyres, chain, sprockets, fork seals, fork bodies, headrace bearings, brakes etc…

If the consumables are alright, or the price is reflected accordingly, then 19000 miles isn't too bad for an 8 year old learner bike. Providing it's been looked after, runs well and has been serviced regularly you should have no issues. It is a Japanese bike after all!
