Steel.

What welding, rolling and bending facilities do you have?

308 stainless steel that is.

The fact that you're asking this question suggests to ME that you have few funds, and think it will be fairly easy to fabricate an exhaust system.

As TIM said, "What welding, rolling and bending facilities do you have?"

Stainless steel you need a pipe bender and a welder!

This would be a good start if you don't have access to a mandrel bender and happen to have a mig/tig welder handy.

Just how 'close' are you and your 31 -year- old Magna? You WILL feel that weight and question!

… Well! On a positive note… The first set in all probability was made of mild steel and lasted 31 years… There's not any sense in making a new set out of titanium because in all probability… It will not have to last any more than the next 31 years!

If you have to ask and are not an experienced exhaust systems metal worker with tools and equipment: - the kind that already fits a '85 Honda Magna V30, has the correct back pressure so you don't burn valves, run to lean or rich, won't deform, stress the head studs, fits the frame and are mostly found on EBay.
