Ideally you would stick with the tire size the engineers and designers at Honda determined would be best for your Accord. However, using a tire that is only 10mm wider will not cause any adverse problems or safety risks. You are good to go.
You don't want to go up in width. You can go down a bit for the stretched look, but going above the recommended width for the wheels you have will push the outside of the sidewall out over the inside of the sidewall and make the tire weaker.
One size larger or smaller is no problem.
They may hit the bodywork. It will be affected by the wheel offset too. Are the rims standard factory spec? We're 195s or wider an option on higher spec models. If so you should be ok.
This is an acceptable swap but not a good swap. The 195/65-15 will be 2.09% larger in overall diameter. A much better swap would be a 205/60-15 which is only 0.88% larger in overall diameter and it will give you slightly more patch on the road.
