Is it okay to buy a 2007 Honda Accord with a rebuilt title from computer damage? 75,000 miles for $5000?

You already asked this question. The "computer damage" is a very bad sign… It is probably a flood car and is worth nothing. The ECU and TCU are on the floorboard and are the first victims of flooding.
Rebuilt means there may still be major problems with the car's frame. The car was previously totaled but has been rebuilt using whatever parts and methods available. Maybe $500 but certainly not $5000.
