On a 2017 Honda accord sport does the car have to be all the way on for the automatic LED lights to turn on?

If you re a driver then you know that when you put the key in the ignition to start the car you have to turn the key all the way to the right but turning it half way puts the car in a kind of "half on - half off" state. I'm asking while in that state will the LED lights of a 2017 honda accord sport still turn on?
