Check if you connected the cables/wires to the correct terminals. Big cable to the B+ terminal and small wire to the S terminal. Check for a sticking/shorted start relay.

When you turn to start, the starter relay energises the solenoid in series with the motor windings. The starter turns gently, the solenoid moves the Bendix drive pinion forward to engage the ring gear.
At that time, the main contacts on the starter solenoid close, and apply full battery power to the motor.
By whining I assume you mean the starter is spinning, or is it something else?
Can't really help, but sounds like something is mis- wired or not working properly. It could be the mechanical position of the solenoid not allowing the main contacts to engage.

Soleniod, not "silinoid", stator, not "stater".

Ignition switch or starter relay is shorted. Replace it.

Check the small trigger wire that attaches to the solenoid. It should only have power when the key is in the start position.
If that wire is okay and no voltage is present with the key off I'd suspect that the solenoid is either wired wrong or is bad internally. This is why just putting a rebuilt starter in is the way to go. I'll bet they are under $100.

I would say the starter is not retracting and it is stuck in the out postion. Can't say for sure. The hole starter would need to be replaced not just the solenoid. The brushes could be worn out, gently tapping on the starter can sometimes free them up, letting them make enough contact to make the starter work. I would check that first before assuming a wiring issue. Bad ground or other wiring issue. Majority of the time the starter is just worn out.
