2009 honda civic SI with bent passenger frame rail?

The car looks clean and has 35k miles but has a bent passenger frame rail. It's quoted at $1200; and he wants 10k for the car.

Should I buy it and fix it? How bad will this hurt resale value?

Most likely best to not fix it, and not buy it. Your risking way too much money on that.

The frame rail is not the issue because "most" of them can be repaired safely. The best thing you can do is take it to a body shop prior to buying it and have them measure the unibody to see how bad the rail really is, it may be minor. If the rail is collapsed in the crumple zone it will have to be replaced which means the motor has to come out for access to replace it, not for the home mechanic. If you have it measured make sure to ask for a spec print out.
