2010 Honda Civic SRS light on?

The cars passenger and driver air bags light is on. And i have no idea why they are on. They don't respond if a person is sitting on the passenger seat or the driver seat.

That's a dealer fix and only a dealer fix. The SRS light doesn't necessarily mean the airbag. My 2000 Accord has lit up twice in it's lifetime and both times it was the driver seat belt latch. As it happens, that's a lifetime warranty by Honda. Take it to the dealer.

SRS stands for Safety Restraint System, which is Airbags and Seatbelts. Any of the two could have an issue. Your car performs a test check every time you start up your car. All the lights turn on during the test, and they turn off when they pass the test. They remain on if there's an issue.

Airbags are sensitive, complicated and dangerous. Only certified Honda technician should handle them.
