Honda Civic 1999 power steering leaking?

I realized my power steering is leaking but I'm not sure where from. I'm assuming it's my rack and pinion. So i ended up taking it to a mechanic and he said it's not my rack and pinion it's just my inner tie rods. But I'm questioning if he even knows what he's talking about.
I have a Honda Civic 1999.

Go find a different mechanic and get another opinion.

If you have to service the power steering fluid, there's a leak in the system. It is either a leak in the pump, the hoses or the rack. Find another mechanic.

Inner tie rods don't leak.
If there's fluid coming out of the bellow boots by the tie rods the rack seals are hardened and leaking. I've had great luck with using LUCAS power steering additive. It takes a good 6 weeks for it to recondition the rubber seals but it will save you the cost of replacing the rack and pinion.
