How to get a diagnostic code readout for 1993 Honda Civic del Sol?

Photo attached of connectors under the dash on passenger side of my 1993 del Sol.

The small white connector looks like the one I short to get a blinking light readout of trouble codes.
1. Is it? Don't want to blow something up by shorting this.
2. Where do I look for the blinking indicator? Is it a light on the dash or do I need to dig for the computer? (It's not under the passenger seat.)

If you don't know how to pull the codes I'm pretty sure you won't know how to use them to diagnose the problem correctly. Go to a mechanic so you don't fry you're electrical system guessing or waste money replacing parts you don't need.

1. Yes the white plug with brown and green wires. No it won't blow anything.
2. Key off position, hook up jumper, to key to 1 position, read blinking 'Engine' light on the dash.
