Be best for you, I have included all wiring diagram for your Civic. You can follow the wires and figure out where the short direct to ground at. Look at wiring diagram #15 and #26

You can splice into the circuit and install several inline 10A fuses (Parallel) for each branch out to locate the short, it'll blow if that circuit shorted. If you do not have the short circuit tracer like the one show in this link:

or: This is the one I've used:

You can try your local Auto Zone or Advance auto part stores see if they have something simmilar to it.
Edit: Happy tracing, hunting and good luck to you. HTH
The brake lights are on a completely separate circuit from the tail/license plate lights. Obviously you have a short somewhere in the wiring circuit for the tail/license plate light.
It might be a bad relay or a bad wire. I had this problem on my car and I was changing the fuse daily for a about a week before I decided to just forget about it and deal. Took it in to two shops for them to find it.
You need to find out where the short circuit is located before you run out of fuses. Disconnect the stereo first. You need a meter to figure it all out.
- My Honda Prelude 2000 tail lights from the brakes don't work? They only work when I turn on the highlights and the highlights can't go down. I search and it doesn't have no switch for brakes. I look in the fuses and bulds too. How can I fixed this? And thanks who ever answer my question
- 2007 Honda rebel won't start lights don't work? So I left the key turned for a few hours and the battery died. I got it charged and checked and everything shows as being good. My roommate tried jump starting it when I went to work so I don't know if that hurt something. All the fuses are good. However when I turn the key the bikes lights don't come on, nothing works. I can put it in first and the get a running start to crank it by popping the clutch. That works for day time riding, but at night the lights are dim. Any ideas?
- Why won't my dashboard and tail lights turn on? I have a 05 honda civic and my dashboard and tail lights will not turn on, a mechanic rewired everything and I still keep having the same problem. Can anyone tell me how this can be fixed?
- Tail and dash lights not working honda civic 2001? Just replaced a fuse as my tail and dash lights were out on Honda Civic 2001. This solved the issue, worked fine on next journey, back home, out a short time later and lights weren't again. Any help with this please? Can't be replacing a fuse after her trip!
