Rattling noise in 2002 honda civic ex?

SHOCK ABSORBER REPLACED
STRUT MOUNT REPLACED
CONTROL ARM BUSHINGS REPLACED
MOTOR MOUNTS ARE GOOD
STABILIZER LINKS ARE OKAY

Even the smallest bumps send my car it to a rattle snake it seems like. Metal on metal rattle for sure. Power rack seems intact. What could this be and where should I begin to look?

Your car muffler could be worn out. Perhaps needs replacement. Or something in the pipe that is causing such noise. You should have it inspected.

The problem: The steering rack rattles when you turn the steering In warranty: The normal warranty applies.

The correction: For vehicles with more than 25,000 miles, adjust the steering rack guide or replace the EPS gear box.

REQUIRED MATERIALS: Ultra Flange Sealant: P/N 08718-0003, H/C 4896973. So if the steering rack is intacted like you have said. The fix is to replace the EPS gear box (Steering rack) since the car should have more than 25K miles.

Out of warranty: Any repair performed after warranty expiration may be eligible for goodwill consideration by the District Parts and Service Manager or your Zone Office. You must request consideration, and get a decision, before starting work.

Edit: I would contact with the local Honda dealer for information about the TSB and "Good will" repair. HTH
