You could go open header it might be illegal but you will have no restriction in your exhaust at all. People at the drags do this.

Yes it normally does. Any increase in exhaust flow will normally increase the vehicles sound and can help increase performance a little, but won't get much of a change performance wise unless you are doing the entire exhaust or at least cat back.
