Front wheel on my 2005 Honda Metropolitan II won't turn. It's been getting worse and worse. Break is not engaged. Starts just fine

Wheel bearing seized.

When something isn't working right on a vehicle the last thing one should do is keep driving it.

It's spelled BRAKE, not break.

Fail.

The front wheel isn't connected to the engine so there no relationship to the engine starting or not.

While it could be a bad wheel bearing as champer suggested, it is far more likely to be a seized brake drum. Just because the lever isn't depressed doesn't mean that the front brake hasn't become stuck in the on position. It probably is. Time for some disassembly and a closer inspection. You'll obviously need help with that.

People who own and operate mechanical things ought to learn something about how they work so they aren't completely at the mercy of others when those mechanical conveniences stop working. A little more self-sufficiency would bring less stress and more confidence into your life. Basic scooter troubleshooting and maintenance is not rocket science.
