Only way to find out is ask. As long as it's safe to drive, take it to a couple of repair /or auto body shops, and ask for quotes. Then, choose one that fits your budget. Read reviews online, testimonials, etc, so you know you can trust that repair shop.
Without a chance to examine the car, it's difficult to offer any useful answer.
But if the rust is on the damaged panels then it's no problem as they're going to be replaced or repaired anyway. The bigger problem is that you now have a car which has sat unused for a year; the brakes may be seized, if it's a manual then the clutch may also be seized, and the car battery will likely to have been flat for so long that it needs changing. The engine will also ideally need recommissioning: pull out the spark plugs and put a little squirt of light oil into each plug hole. Then turn the engine over a few time by hand using a socket on the crank pulley, turning clockwise. Replace the plugs after checking that they are fit for re-use and are correctly gapped.
If any tyres have been allowed to go flat and have sat that way for long then they will also likely need replacing, but for now if they will hold air then they're good enough whilst the car gets repaired.
Sanding the rust is a cheap solution.
No, the bent parts that have rusted will be replaced.

One year or 10 years or 40. It don't matter a hell of a lot. It is just body parts and the car is just a bunch of parts bolted together so can be taken apart and replaced with a new one or the original part is just fixed if it is minor.
