What would keep fire from going to spark plug on 2002 honda elite 80cc scooter?

CDI is good coil is good no fire to plug

Bad plug wire because if the sparkplug and coil are good it only leaves what is in between them.

Kill-Switch?
Replaced spark plug?
Plug gapped correctly?
Is power getting to the coil?
Is plug making good contact when it sits inside the plug cap?
Plug / HT lead good?

You don't say how you checked the CDI and coil. If you checked them separately it could be the wiring between them as well as the list below. So the battery, ignition switch, kill switch and the wiring/connections between them could be faulty.
If you checked them in-place, then it's more likely between the coil and the plug - or the plug and battery earth. So check the HT lead is continuous and not 'leaking' to the frame or engine, try a different, properly adjusted plug (the plug may be at fault) and ensure the engine earth strap is in place and functional.
