Why is my 95 Honda not cranking?

Besides the conventional failed components like battery, starter etc. There are other thing could prevent the car from cranking like the clutch pedal switch (Manual transmission) or Park/ Neutral switch (Automatic transmission) The ignition switch is also a major failed part during the same era for all Honda vehicle. Just bring the battery to an auto parts store, they will check the battery for free. They have the right equipment to test the battery with load.
A voltmeter will only show volts and not amps. Amps is the measure of cranking power not voltage.
If battery is good, then check starter next, solenoid, etc.

Could be a bad battery.
Put a charger on it over night, then watch a voltmeter (Habor Fright gives them away) as you crank.
Should not drop below 10 volts.
If it does, then when you stop cranking does the voltage come back up?
If so, then seized engine or shorted starter.
If not, then battery bad.
If it just clicks, it could be starter solenoid, dirty terminals, or bad ground.
If it does not even click, check at solenoid with test light.
Could be ignition switch or neutral safety switch.
