1999 Accord Speedometer is not driven by cable, it's driven by a speed sensor and sending a pulse (Electrical) signal to the dash cluster. The speed sensor locates on the transmission itself. This is how the part look like, price is varies: Since you have not specified any specification about the Power train: Honda call it the VSS (Vehicle Speed Sensor)

First you need to check for a proper signal from the Speed Sensor.To measure the signal you need to check with a DVOM (Digital Volt Ohm Meter) to the VSS (Vehicle Speed Sensor) wires and check for AC Voltage.

It will be small and goes up and down with the speed of the vehicle. A good square wave on a scope. Reason I said this because if there's no signal from the speed sensor, the needle will stay (Stuck) where the last time the circuit board received the signal. If there's signal, when the ignition key turn on, the "Needle" should move.

The main Integrated Chip on the speedometers circuit board has probably gone bad. This causes erratic or no operation of the speedometer/odometer.

If the problem of your 99 Accord is the speedometer itself and it has to be replaced as a whole unit as it's non- serviceable item because it's electronic circuit board. Unless you have a degree in Electronic/Electrical engineering and familiar and having the diagram. It would be a whole lot more cheaper to replace the whole cluster. See it for yourself:
