Noise on front right tire only when turning right and going over 15mph?

I have a 1999 Honda Accord LX 4cylinder. I have replaced the pads rotors and cv axels. The only problem I ever had was when I bent the dust shield a little bit causing a scratching noise on my rotor. I belt it back enough so that the noise would go away.

This other noise, however, is similar but also makes a whining rubbing noise like when you clean a window with windex. It also ONLY happens when driving roughly over 15 mph and only when I'm turning right.

I plan on investigating it when it gets a little worse but for now I can't figure out what it could be. Maybe the dust shield needs to completely come out?

Jack up the front and turn the wheel round, check for scuffing sound, , shake the wheel left to right, and up and down motion for wheel bearing.Noise on front right tire only when turning right and going over 15mph - 1

Dry seal perhaps.
Distorted seal, could be.
Try to make it act up turning and running on jack stands.
Drive along a blank building both directions with windows open.
Closeness to the back of a mall type building can make the sound bounce back.
Then you can be SURE what side.
Bushings can need silicone dielectric grease on some FWD honda cars front stabilizer. Where the bar turns, or tries to twist, during rising and falling of the car's nose, or jouncing.
Since you accellerate to make it up to 15 it could have a rust appearance there.

It could possibly be your wheel bearing.
