Added (1). My main concern is that new seals make it very hard to press the two parts of the carb rack together, and I don't want to put undue stress on 31 year old brittle plastic fuel tubes that can't be had for love or money.

If the fuel lines are that brittle than they need to be replaced or they may start leaking at any time.
But to answer your question- yes. K Next time you try to force solids and rubber components together, spray the rubber with "contact/brake cleaner"
The liquid in the spray will make the rubber very slippery and pliable while the rubber contracts (shrinks).
Then the contact cleaner evaporates, allowing the rubber to expand and make an air tight seal.

If I switch to a generic $10 oil change garage shop will it still be ok? I know the Honda filters are better then the cheapest generic ones but how about the actual motor oil?
