Added (1). I bought an 04 Civic with 123k on it. The dealer doesn't know if the TB was replaced but said his mechanic thinks it "looks" fine. My co-worker insists that if the car has made it to 123k without the TB breaking that it must have been replaced, and thinks I should risk not replacing it right now. Does that seem like a reasonable assumption? Just want to get some opinions, I know I might just have to replace it for peace of mind anyways.

OK, If you want peace of mind… Replace the Timing Kit… Belt, Water Pump, Idler Pulley and Tensioner and Pulley. Also if your Cam or Crank Seals show ANY leakage, they should be replaced. Then you will have 5 years or so before you need to think about them.

Timing belts (not chains) usually should be replaced at 100k to avoid them breaking and wrecking some valves. If it's at 123k miles now and it's uncertain whether it's ever been replaced, it's probably a good idea to do it anyway for peace of mind. It would be an investment of $100-300 to avoid thousands in damage if it breaks, which would probably total your car. It needs to be pulled off and inspected to really see if it's still good. Visually just looking at it under the hood can't give an accurate answer.

Yes, if the timing belt has never been changed you should do so immediately. Timing belts generally should be changed every 100k miles. Have the water pump replaced as well at the same time.
