Labor cost to build engine block only?

I'm located in Cali and want to go naturally aspirated. It's a 1999 honda engine block. I only want to know an estimate of labor cost to build the block with crankshaft, rods, and stock pistons. The crankshaft and rod will increase my displacement by.1 liter and compression ratio increases from 10:2 to 10:8. I'm going to build the head on my own since it's easier and to save labor cost.

Added (1). It's essentially oem crankshaft and rod stroker kit that still works safely with my stock pistons and block. I want to build the block first because of more torque, displacement, and compression output.
