Sure. It's seized.

Engine seized up

Hi so remove the spark plug and a couple fluid ounces of oil in the plug hole leave it over night. Then kick it over and then replace the spark plug before trying to start it. The oil wil dar in down past the piston lubricating it before you try to start it.

Check oil for moisture, possible hydraulic lock, gas draining into cylinder. The spark plug remove and oil squirt is normal drill here in Wisconsin for over winter stored motorcycles.

It's nothing to do withthe kick start. The piston is seized in the cylinder. Big rebuild needed.

Probably the engine has a seized piston.

I strong recommend a complete check with possible unassembly of the engine.

Remove the spark plug. Pour some marvel mystery oil in the plug hole. Wait one day. Slowly kick it over. Be careful. Kick it through slow so you don't break a ring on that piston.
