Replacing the valves is useless if you don't also replace the valve guides or get them reamed. Did you do that? If yes, then you've probably got some broken or badly worn oil control rings in your engine.

You'll find out after you pull the cylinder head.

I doubt you changed the valves. The cylinder head needs to come off to do a valve job. If you have oil down the spark plug tower tubes the valve cover gasket ans tower seals need to be replaced. If that was done whoever did the work didn't know what they were doing.
A motor either has a bad battery, bad ignition switch, or bad starter motor if the motor won't crank over.
If the motor cranks over but won't fire/run that's another story.
Find a mechanic.

Two different things, I'm sure. The oil has probably returned because there's a poor seal around the tube seals. That is normally two things: the edge of the valve cover is deformed by dimples where the nuts were overtightened (it can be gently hammered out straight) and the tube seals almost never seal without a light application of blue RTV to both sides. Of course, be sure the main surfaces are oil free.

For not cranking, I think you mean it cranks but does not fire. If it does not crank the ignition switch - the most common failure of all in that era Honda - is probably bad. The switch is separate from the ignition cylinder and is a pretty easy DIY job. If it cranks but does not fire, start with checking the spark. Be aware that cranking the engine without giving the spark a place to go will destroy the ignition coil very quickly. Spark but no fire usually means a bad fuel pump relay, often called the Main relay. No spark can be the ignition switch - the warning lights will not be on - or a bad igniter. Again, if the engine was cranked with no place for the spark to go, check the coil for the faint rainbow spots that tell of internal arcing.
