Headlights on my 1995 honda are not working, i've tried everything?

I own a 1995 honda accord and my front headlights are not working. The high beams work, turn signal work and I went through all the fuses and changed the bulbs. Still the head lights do not work. My father thinks it is the relay RC-2225 but before I drop the money for that part I wanted to know your thoughts.

Suspect a bad low beams relay, a bad headlight switch, bad ground or power feed at the relay or an "open" in the wire in the low beam circuit.

Check for power at the fuse for the low beams circuit with a test light connected to ground. Check for power at the low beams wire of the headlight connector with low beams switched on with a test light (back probe the connector). No power, check the relay for the low beams: check for the power feed and control power and ground with low beams switched on. No control power, check for outgoing power (for the low beam circuit) at the headlight switch with low beams switched on. No control ground, check for a bad ground point. Use logic and circuit knowledge to find the failed part.

Before dropping the money for any parts use of a multi meter saves money.
Trace it through first.

The first thing to do when headlights don't work is to take the bulb out ans look to see if the element is broken inside the bulb. I've had quite a few customers that were driving with one headlight burnt out and never knew it until the other one failed too! 90% of the time it's the bulb.
