Which both, and I would ask why the converter needs to be replaced since it will probably be very expensive.
There are alternatives and if you don't have car inspections in your state you might just let the light stay on. Your choice.

It takes more diagnosis to determine why there's a trouble code. It's probably a cracked or loose intake hose. Have that smoke tested before considering changing cats. Go to a different shop and start over.
Was there a P0420 or P0430 code? If there was just replace the bad catalytic converter for that code.
If the converters are plugged up they need replacing and you need to find out what's wrong with the motor that caused the damage.

- Right Headlight went out. I replaced both with 6k hid lights. Hid kit components are all brand new. Right headlight still didn't turn on? It's 91 Honda Civic sedan. Every other light works except that one headlight that isn't turning on as if it wasn't getting any current or something. High beams don't turn it on either.
