Is it illegal to sell a car with bad brakes?

My neighbor wants to sell his 2006 Honda accord but the brakes are bad and he dosen't have the money to fix them. I'm just wondering if that's illegal or can he just disclose it and sell it for a really cheap price

No. You can sell a car in any condition. The buyer should inspect it and decide whether they want to make the repairs. Some people buy undrivable cars merely for the parts so they can use them in another vehicle. Some buy poor condition cars, repair them and turn them over for profit.
