An Accord does have a good resale value so they could be a little more expensive than the average midsize sedan, so that price is not unreasonable but not a great deal. Perhaps a little higher than what it could be. I'd offer $14k even and that could be something that the dealer should agree to.
Look it up. Taxes can vary from 2-9% and the dealer doesn't pay them you do.
$14,500 doesn't sound like a steal at all.
I would say not… Unless taxes are ridiculously high in your mystery location.
