It would depend on why the engine is seized. If its a matter of the engine sitting for a long period of time, or running without oil, the first step you can take is to spray some penetrating oil into the cylinder through the spark plug seat, let it set for awhile, and then try to turn it over. However, if it's an issue with the rotating assembly, or the cylinder wall, the engine will need to be disassembled, inspected, and then repaired or re-honed.

A seized engine is generally not a good sign, and is often the result of major mechanical damage. It is sometimes accompanied with an engine that despite being in good shape, has sat for a long period of time, and can sometimes be fixed if it was simply a matter of the car running without oil for a short period of time, however it is often the result of major damage to the rotating assembly, or cylinder walls.

Hi so why it is well over the hill as far as spare parts are available. So yes it can be dismantled by various means however you will need new pistons and bearings. A complete engine re-build.

When this happens often it is cheaper to locate a used engine then to try to fix the existing engine. A long block is the next choice but a bit more expensive. The reason I suggest this is because the cost of just getting the machining done to rebuild the existing engine can easily exceed the cost of a off the shelf drop in engine.

You've got to be kidding me! If the motor is seized it needs to be completely rebuilt. If you love the car go to an auto recycler and price a used motor to put in it.
