Why won't my 1993 Honda Del Sol start?

A friend gave me a honda del sol and said it just needed to be tuned. I tried to start it and it will crank but won't start and it reeks of gas. The car has a rebuilt f22b1 engine from a 1994 honda accord. I was told by a mechanic that it probably has the wrong wiring harness and will cost a ton of money to fix. Can anyone offer me help?

here is a list of the things he said he added to it(if it matters):
vtec, skunk2 suspension,
Kaz-speed block kit, ARP head bolts, Kaz-speed block guard, heads ported and polished, f23 intake, f23 fuel injecters with an 80mm fuel rail, f22 throttle body, block cleaned and resleeved, New pistons and rod, New timing pulleys and belt custom CV Shafts, New vtec pins with new seals, custom solid motormounts, New water pump, crankshaft balanced

I agree with your mechanic. Tons & tons of money to get this basket case running, and even then it probably won't be street legal. Pick your favorite charity that accepts car donations & maybe you'll get a little tax deduction out of it.
