Put gas in it. It will probably eventually crank. The pump will have to fill with gas and transfer the gas to the injectors. This may take a few cranks. But you may have to put at lease 5 or six gallons in the tank to insure the pump suction is flooded.
The fuel line is still full of air. Hondas only run the fuel pump for two seconds after turning the key on or to the start position if the engine does not start.
You can either turn the key from off to on and off again over and over for a few minutes, or have a helper shoot blasts of starting fluid into the intake to keep it running until the fuel line is full of gas.

Hi so it now has an air lock in the fuel injector system which needs to be bleed out.
- I have a Honda HRX217 push mower. Backfired when trying to start it, now it won't start? It was running, then I shut it off to open and close a gate, and when I went to start it again there was a really loud backfire and now it won't start. It will sound like it's almost about to start but not. Then get progressively weaker each pull. I changed the spark plug and cleaned the air filter. Any ideas?
