How much does it cost to restore a Honda civic hybrid? Not standard

My brother left his car here for about more than 5 years and it's just been pursued eating sun for some time. I need a car and I was thinking of putting some money in and fixing the baby. The tires are blown out, new seats and carpet I think is needed, it also needs the new stick that goes in the middle, radio, etc. I'm not big on cars but how much would it cost to restore it? Ok first thing you need to do is change the transmission fluid, oil, oil filter, it'll probably need a new fuel line and fuel filter because modern gas is very corrosive you also should get as much of the old gas out of it as you can gas does expire and can cause problems if it is ran through the engine there's a lot more then that you should do but you probably won't have the knowledge to do it (no offense intended) tires will probably be between 80-150 each depending on quality I'm not sure what you mean by stick that goes in the middle but I'd just get seat covers it's cheaper and easier the carpet will be a pain depending on how you want to do it but if you do it yourself it probably won't be over 100$ I'd suggest doing all of it yourself it'll really save your money and what iv listed is pretty easy to do is get someone who knows what they are doing to help you put the car on jacks to change fluids so you don't crush yourself

If you know how to work on it you could do it on a budget but still not super cheap.
It will need new brakes all the way around. Brakes suffer a lot when a car sits.
Brakes and tires alone will be $1000+
Being a hybrid it is doubtful the battery is still good after all those years.
A quick look online shows that would be $1500-2000 just for the battery plus install.

It depends upon a lot of things. DIY vs hire it out. How far do you want to take this restoration? Battery=$125. $500=tires. Seats & carpet=$600. Miscellaneous=$200-$500. No telling how much you might have to put into the engine and drive train. Maybe $0 to $3000.

It depends what your definition of restore is. A new set of tires will set you back at least a few hundred, the seats and carpet are not worth replacing unless there's a safety issue or it smells very bad. It would try cleaning it before considering replacing it. For center console parts, try finding them in a junk yard. You might want to do all the fluids. That will set you back at least fifty bucks. However, my biggest concern would be the condition of the battery. That sucker is going to cost you in the thousands if it needs to be replaced. You might as well just get a normal Civic if the battery is bad.
