Checking the belt is not something you need to do or something that will help in any way. The belt can look great and be ready to break. That is why these belts are replaced at a certain enterval. On your 1999 Honda Civic the belt MUST be replaced every 105,000 miles or 10 years whichever comes fist. This is an interference engine and if the belt breaks you will have serious damage to the engine.
