How good are you at welding?
Go to Lowes (or other hardware store) with a piece of thin steel and a box of metal screws, screw patch onto the floor.
Flatten out an old Campbell's soup or Bush's baked beans can, use some epoxy to hold it down.
That is as cheap as I can come up with.
Oh, wait. An old magazine wrapped in a used plastic shopping bag is even cheaper. Don't have to buy any epoxy.
Depends how big the hole is. Cheap involves epoxy filler, scrap steel sheet and pop rivets/self tapping screws but I don't condone such bodgery. It will have no strength and will only keep the weather out. A better repair (and still not too expensive) is to buy a galvanised steel sheet around 1mm thick and cut it to shape. Then cut the rust out back to good metal and have someone weld in the new patch. Most workshops will do it for you for a carton if you do most of the prep. Then prime it with zinc primer and paint with metal paint. Steel is cheap. When it comes to rust repair it's the labour that makes it so expensive.
You can cover it up temporarily, but the rust will continue to grow. The only way to "FIX" it permanently is to completely cut out the rust and replace it with new, clean sheet metal. It would cost more than the car is worth.
All of these are good answers, but I'm willing to bet there's more rust developing on the undercarriage. Have it checked out first. It might be best to have a look underneath to see how much will need repaired. You might fix one hole, and another one could be developing near it. You're going to want to check the integrity of the floor pan before attempting to repair it.
Squash a coke can into it using chewing gum as an adhesive.
Cut the rust away until the hole is big enough to get your legs through. Shout "Yabadabadoo!" and off you go.
