Get a tune up to include timing, check the EGR valve (maybe stuck closed), check if the injectors are leaking, check if the thermostat is stuck open and check compression. Also check for vacuum leaks.

- Will I fail an inspection with a bad master cylinder cap? I'm in NY and I have a 2000 honda civic. The master cylinder cap has a level that when under level makes the brake light turn on. When I disconnect it the light goes back out. If I leave it disconnected. Will I fail inspection? Is there a way to take the cap apart and fix the level sensor?
