Purchasing a used 2004 Honda civic?

I'm trying to get a used 2004 honda civic and there are some problems with this vehicle so I would like to find out how much it would cost to fix these problems completely.

1. Fogged headlights: both of the headlights are fogged. It's completely wet inside so I can easily see that there's water in it.

2. A window doesn't roll down or up, it just doesn't work at all.

3. Brake pedal clicks every time I apply pressure. Whenever I press the brake pedal it makes "clicking sound" and I could feel that it clicks and it really distract me driving. I heard that if that happens, I need to change the brake master cylinder.

4. Some paint peeled on hood. It's not that bad for now but there are about 10 small spots that the paint was peeled. It doesn't look that bad right now but I think it will continue to get peeled over time and It might end up peeling pretty bad and then I might need to re-paint the whole hood. Ugh!

It would be my first car ever and I need your help so bad.

1. Two new Headlights: $100-200
2. Window repairs:
If its just the pulley system: $50
If its the entire regulator system (motor and all) = $50 (junkyard) - 300 (new) ++
If its an electrical issue: $5 (wires/plugs)
3. Never heard of the brake clicking thing, but a new master cylinder can run ya $160 +
4. Repaint the entire car if you like it. Macco can give GOOD results if YOU do all the PREPWORK. Don't give them it with no prep, you won't like the result haha = $400
This doesn't account for labor, just part costs. Learn to do your own car work and save $1,000s while learning a rare skill.

The car is used and a decade old so you WILL have problems. The headlight need to be replaced the seals are damaged. It may cost a few hundred bucks. The window maybe a switch or bad motor depending on the window most driver side fail for the motor and the others are a bad switch or loose wire. The click from the brake pedal could just be a sticking point a bad master cylinder would hit the floor if you pump the brake pedal or slowly sink when the brakes are held. And paint is a cosmetic thing again its ten years old. You may be able to talk them down from blue book a few hundred but most of these issues seem minimal.
