Why is my honda civic 2003 EX overheating?

OK, so I took the car back to the car dealer where I got it and they changed the thermostat, head gasket, new water pump tube. I still see the car over heat and the reserve tank fills up to the top. Should unplug and empty all the coolant and change it with brand new one?
I just bought new reserve to install and will be doing tomorrow morning. Just wondering why it still overheating and my reserve looks full still?

PS: I just picked up the car today from the dealer and they told me if it keeps overheating then the radiator might need to be replaced. I need the car and want to see if it is a more simple fix where it just needs to get cleared from inside.

Added (1). I also replaced the radiator cap before I took it in to the dealer to get things changed so the radiator cap is new.

Hi so they missed the most obvious cause which is more likely the radiator cap. It has a spring in it to keep the coolant temperature high. Over time this spring becomes weak. So a replacement cap is required. So when you have changed it and it no longer over heats you will have learned that coolant in modern cars does not boil at 100 degrees C like it does with a kettle. As it has a pressure cap which increases the coolant temperature to 122 degrees C in most engines coolant systems as the cap should produce 15 pounds of pressure to the coolant system.

Check your cooling fans make sure they are working and that they are blowing to the motor not out side the car

It ran fine for about 6-8 weeks. Then it started overheating again out of nowhere. Another new thermostat was put in, thinking the old one may have been defective. My car ran fine for another 6 weeks or so and then it started to overheat again out of the blue. What the heck? Repair shop is puzzled.

So I wired the fan to the battery only because I needed to make it home and it turned the fan on but it didn't stop or fix the overheating. The fuses are good too… Please help!
