If car passes smog does that mean the engine and transmission are good?

Recently bought a 97 honda and I know it needs a time up. Yesterday when backing up the car got stuck and the steering wheel felt stuck. Will a tune up detect what all is wrong?

Smog check and your problem are unrelated. But yes the engine is probably "good". Transmission is unrelated, as long as it spins the wheels if the smog test was on a dynomometer style test [common in CA]

Car got stuck: Not sure what that means but when the engine shuts off the power steering doesn't work so is that what happened? Will require more effort to turn steering wheel without power assist when engine is running. A tune is unrelated to steering but could be related to the ability of the engine to idle and continue running as opposed to cutting off.

Just because it passes a smog test don, t mean the engine and transmission is good! All a smog test is for is emissions! Besides the transmission don, t have anything to do with a smog test!

Emissions testing only says that the exhaust meets regulations. It indicates that the engine is capable of producing the correct emissions, but that is all. Emissions testing does nothing to tell you if your transmission is good.

You problem with the steering wheel is unrelated and potentially dangerous. You don't want to lose your steering while driving. Take the car to a mechanic and have them check it out.

Sounds like a mounting issue as reverse makes motor torque opposite from forward sounds as if your c/v's got bound you got a broken or loose motor mount

The smog check only determines the smog settings for your state emissions controls it does not determine whether the motor and trans are good. No a tune up will not detect what's wrong with the transmission A qualified transmission mechanic can tell you It could be some thing wrong with your steering control system Which has nothing to do with the engine or transmission

The smog check, it depends on where you are. Where i'm, the test is run on a dyno to load the engine up. The steering may be low fluid, or more complex issues. Start with the fluid. Use only honda approved psf if it is low.
