How to tighten clutch/friction zone on motorcycle?

I bought a used 2013 Honda cbr250r repsol edition motorcycle with just 1100 miles on it yesterday and I keep stalling the bike to point where I had to push it home. The clutchs friction zone is too far out to my finger tips and I have small hands so it causes the bike to stall, What should I do to make the friction zone smaller? How do I tighten the clutch cable? Or do I need to just buy a whole new cable and take it to the shop?

#15 is the cable adjuster.
#17 is the lock nut.
Loosen the lock nut.
Turn the adjuster to your liking.
Tighten the lock nut.

The clutch cable must have "free play" so it doesn't get stretched when turning the handlebars.
Free play means - you can move the lever a few milimeters before any tension is applied to the cable.
