Is the engine turning over? If it's not, you might just have a battery or starter problem.

You need a mechanic to change the oil.

The battery needs tending.

BUT Honda made numerous 1996 motorcycles MODELS, a wild guess yours is one of them.

Well, the bike isn't running and has no oil pressure… Of course the light will be on.

The oil light comes on to Prove that the warning light works; so in case the motor is running and that light comes on. YOU SHUT OFF THE ENGINE IMMEDIATELY to save the motor, and then check your oil level(chances are good you are LOW) so it is cheaper to add a quart of oil than to replace an entire engine (cost difference is a couple hundred dollars for a used engine vs a couple bucks for a quart or two of oil)
Why the bike did not start is because the battery needs charging.

Are you pressing the start button or just trying to start the bike with the key like a car?

The oil light is supposed to come on until the engine starts. That's to prove it's working. Quite normal.

As to why it doesn't start, that's a different matter entirely. Are you using an electric start? Then the first thing to check is the battery, and go from there.

Your car does the same thing…
Try kick starting the bike.

Maybe it not in neutral as well? Try moving the gear selector all the way down to first gear then "half" a click until a GREEN light comes on. Pres the start button, Let us know how that works out. Most bike when you start some things come on, my oil light come on when I start mine
