Go to an Auto body shop. Ask them to fix it. Or the dealer. Either way you are going to PAY. It is probably pinched in the groove so needs a minor adjustment. It is fiddly and they know how to take the door apart without damaging it and that is what really matters, right?

You need to disassemble the inside of the door so you can determine if the problem is the regulator or an obstruction or problem in the drive system.

example: if there's stripped threads in the drive screw, that's make the window stop going in one direction… And the regulator will be fine -- only the drive screw needs to be replaced. That part can come from a junk yard [they were the same for many years, so there's nothing magic about "2004" or even the model.]

It may or may not be fixable. To find out, someone needs to remove the inside door panel and actually look at the mechanism. Depending on WHY it is stuck, it could be repairable in about a minute without tools, or it could require replacing the mechanism. Either way, is should be possible to move the window all the way up, and secure it in that position.
