Try this: Step on the brake pedal & see IF the brake lights work. There's a safety interlock between the brakes & the transmission shifter to make sure you have the brakes on when you shift out of park. If the brakes lights don't work, then the brake light switch up under the drivers dash is broken. Not expensive or hard to replace.

Even when I have it "shifted" to park, I can't start the car. I can only start it in Neutral.
