They are both around the same price range with the Accord being just a 1000 dollars more.
It depends on the trim level of each car and it's condition. If they are both in similar condition I would probably buy the Accord as it is 2 years newer and if well taken car of will easily last another 50 to 75k with no major problems. If the Accord is a V6 then make sure the cam belt has been changed recently or you will be out around $900 to have that done. It must be done every 110,000 miles. Either car is a dependable vehicle.
Flip a coin. Buy the car that demonstrates the most reliability. The car you enjoy driving the most. The car that looks the best.
Both are solid choices as long as the car has been well cared for and not abused or neglected.
The Camry for sure. If it really was just the bumper that was replaced, that's not an issue at all. Toyota's are even a bit more reliable than Honda's too.
