Went to go see this 2002 Honda Civic EX? Is it worth it?

Okay. First off I'm not paying $6K for it. I already told him the most I would give him was $4.5K. So I told him if he doesn't get a better offer before he moves, mine still stands. I went to go to see it in person today, but didn't inspect it fully. I did look under the hood, and it's not in a very clean condition. He apparently bought it two years ago when it had 112K so I know the previous owner before had a longer history with the car. I just want to know if it would be worth it or not. I have yet to check under the car but it's really low. The coilovers and body kits are modified. Btw I'm looking for a first car, so I can't afford to make the wrong purchase.
Added (1). Also I got the VIN and carfax showed 24 reports while autocheck showed 32. I haven't purchased it yet, because he might sell it, but probably will if I he doesn't sell the car.
No, even $4,500 i too much for a Civic EX, unless the car is the perfect color or something move on. I doubt he will drop the price that much, especially if he too overpaid 2 years ago.
So many "kids" desire Civics they are often overpriced, I would look at other cars not just Honda's. I love Honda's but too many kids wanting them keeps the prices too high for what they are worth.
- Honda 1998 EX coupe Rain and defroster couldn't see yesterday? It was raining had yesterday and In the morning it was fine turning on both defrosters. I turned on the front then it got hot yes the window defroster for the front logo. But my front windows were so blurry like conjugation from the inside all foggy I couldn't see the rode while it was pouring. I got lost downtown and miss my exit due to this down the pier. I had to turn down my windows for it to clear. Need help thanks.
- I have a 2004 Honda CRV, I tried to check the Engine Block Heater Cord but I can't see any wiring? Anyone who could help me locate the cord may be it is wrap or tie with the other wire? Where are the location the heater can be install for me start looking at the wiring in there?
