They will have all the factory recommended tools, yes. That does not mean they know how to use them however. Once had a totally bad valve adjustment done at my Honda dealer some years back.
Its called a wrench in different types and sizes and filler gauges, and most auto shops have them too.
Yes but I would not call "Special" tools as they are a regular tools to the real technician tool box:
