It could be the pick up coil that the flywheel regulates.

The only thing that the flywheel does for ignition is hold the magnets. It could be the ignition coil that is bad. I would remove the engine cowling and find the small black wire that is connected to the coil, that is the ground that kills the engine. It is connected to the ignition switch as well as the safety swithes. With that wire disconnected see if you have spark, if you don't it could be a bad coil. A small engine repair shop can test the coil. If you do have spark with the wire disconnect you may have an issue with a safety switch.

Did you pull that flywheel? If so, then yes, it could be the issue. If no, then most likely it is something else.

Possibly the flywheel but that is one of the later choices when there's no spark. Get a service and maintenance manual for the unit and follow the trouble shooting chart.
I would start with the shut down circuit is still engaged, next is the coil is not working before I took the fly wheel off. There are several different designs of firing the spark plug and you need the manual for your unit.
